Dr. Van Allen was a leader in establishing policy for the U.S. space program, providing testimony to Congress, giving lectures and addresses across the country, and writing articles about the future of space exploration.

In 1958 the National Academy of Sciences established the Space Science Board to advise the federal government on the nation's emerging space policy. Van Allen was a member of the SSB from 1958-1970 and from 1980-1983. He also served as a consultant to the President's Science Advisory Committee from 1957-1960; as a member of the Panel on Science and Technology of the Committee on Science and Astronautics of the U.S. House of Representatives from 1959-1972; and testified on numerous occasions before congressional committees.
